President of East Timor Recommends Cuban Health Professionals for Nobel Peace Prize

HAVANA, Cuba, Jul 20 (acn) The president of East Timor, Dr. Jose Manuel Ramos Horta, ratified on Tuesday the excellent state of relations between his nation and Cuba and described as very positive the results of bilateral cooperation programs.

During a ceremony to decorate the outgoing Cuban ambassador to East Timor,
Ramon Hernandez Vazquez —who concludes a five-year mission in that
country—, Ramos Horta praised the “colossal and dignified” work of the
Cuban health professionals in East Timor and all over the world, and, for
that reason, he recommended them for the Nobel Peace Prize.

He added that this nomination is also supported by the over 40-year-old
contribution made by Cuban health professionals in many countries of Asia,
Africa, and Latin America.

Ramos Horta, a Nobel Peace Prize laureate himself, asked the outgoing
diplomat to pass on his endless gratitude to his Cuban counterpart Raul
Castro and to the leader of the Cuban Revolution, Fidel Castro, for their
work to strengthen bilateral links between Cuba and East Timor.

During the ceremony held at the Presidential Palace in Dili, the capital
of East Timor, Hernandez Vazquez received the Order of East Timor.

The event was attended by ambassadors and representatives of UN agencies,
as well as local politicians, parliamentarians and solidarity activists.

As relações bilaterais e a próxima reunião da Assembleia Parlamentar da CPLP em Díli foram alguns dos temas abordados em Lisboa entre a presidente da Assembleia da República de Portugal, Assunção Esteves, e uma delegação de deputados timorenses.

A presidente da Assembleia da República, Assunção Esteves, recebeu em audiência os deputados da Comissão para os Assuntos Constitucionais, Justiça, Administração Pública, Poder Local e Legislação do Parlamento Nacional de Timor-Leste, presidida pelo vice-presidente Vicente Guterres, que não prestou declarações aos jornalistas.

Em declarações à agência Lusa no final do encontro, que durou cerca de uma hora, o deputado Manuel Tilman, do Partido Klibur Oan Timor Asuwain (KOTA), explicou que a visita dos parlamentares timorenses foi "sobretudo de cortesia".

"Foi sobretudo uma visita de cortesia à nova presidente da Assembleia da República de Portugal, a primeira mulher a ocupar esse cargo", destacou Tilman, que em 2007 concorreu às eleições presidenciais em Timor-Leste.

Díli - A União Europeia vai financiar o reforço da capacidade institucional do Parlamento de Timor-Leste com quatro milhões de euros, nos termos de dois acordos hoje assinados em Díli.

"Esta contribuição é parte do compromisso da União Europeia para apoiar e promover a democracia, como um pilar essencial da acção externa da União Europeia em todo o mundo", sublinhou Juan Carlos Rey, embaixador da União Europeia em Timor-Leste.

O financiamento europeu será canalizado através do Programa de Desenvolvimento das Nações Unidas (PNUD), no âmbito do projecto de "Fortalecimento da Capacidade Institucional do Parlamento Nacional de Timor-Leste", apoiado pela UE.

Finn Reske-Nielsen, representante especial adjunto do secretário-geral das Nações Unidas em Timor-Leste, saudou a cooperação entre a União Europeia e o PNUD para fortalecer o Parlamento Nacional timorense, e disse esperar que "contribua para serem alcançados os objectivos estratégicos do Parlamento Nacional, como suprema instituição democrática".

O objectivo principal do projecto é "fortalecer a base democrática de responsabilidade, supervisão e transparência" do Parlamento Nacional, através do desenvolvimento das suas capacidades institucionais.

Foram assinados hoje por Juan Carlos Rey e Finn Reske-Nielsen o acordo de contribuição entre a UE e o PNUD, e o documento do projecto pelo presidente do Parlamento Nacional de Timor-Leste, Fernando Lasama de Araújo, e pelo representante das Nações Unidas.

A aplicação do programa vai começar em Agosto, estendendo-se até Fevereiro de 2015, segundo esclareceu fonte da representação da União Europeia em Díli.

Na cerimónia, que decorreu no Parlamento Nacional, estiveram presentes deputados e funcionários parlamentares, elementos do corpo diplomático e representantes de parceiros internacionais e agências das Nações Unidas.

Dalam pidatonya pada pembukaan pertemuan ke-44 menteri luar negeri ASEAN di Bali Convention Center, Nusa Dua, Selasa (19/7/2011), Presiden juga mengingatkan pentingnya peningkatan peran maksimum ASEAN untuk menjamin kerjasama yang menguntungkan di kawasan yang lebih luas.

"ASEAN harus menjadi kontributor yang baik untuk kedamaian dan stabilitas dalam tatanan kawasan," ujarnya.

ASEAN, lanjut dia, juga harus berperan sebagai pendorong dalam pembangunan kawasan Asia Timur yang diperluas yang melibatkan peran Amerika Serikat dan Rusia.

"Kita menantikan partisipasi yang konstruktif dari Amerika Serikat dan Rusia dalam KTT Asia Timur tahun ini di Bali. ASEAN harus memastikan perannya sebagai pendorong untuk kawasan Asia Timur yang kondusif bagi pertumbuhan," kata Presiden.

Menurut dia, ASEAN harus meningkatkan dialog dengan negara partner strategis mereka untuk menangani berbagai masalah yang membutuhkan kerjasama internasional seperti penanganan bencana alam.

Dalam pidatonya yang menggunakan Bahasa Inggris, Presiden juga mengingatkan menteri luar negeri ASEAN untuk mempercepat pembentukan Institut ASEAN untuk perdamaian dan rekonsiliasi.

Institusi seperti itu, menurut dia, penting untuk menangani konflik antar negara anggota termasuk juga untuk menyelesaikan persoalan sensitif seperti sengketa perbatasan yang dialami oleh kamboja dan Thailand beberapa waktu lalu.

Keberhasilan masing-masing negara anggota untuk menyelesaikan konflik di antara mereka dan juga masalah internal negara masing-masing, kata Yudhoyono, merupakan faktor penting yang menentukan kestabilan serta keamanan kawasan ASEAN. [ant]

Americo Periera was so touched to have received a Rising Star Scholarship to Southern Cross University, he hugged his sponsor John Bailey at the announcement on Monday.

Americo, who is from Timor Leste, will study a Bachelor of Business, Tourism & Hospitality Management thanks to his scholarship.

“He used to write by candlelight when he lived at the orphanage in East Timor for hours,” John, a retired steel merchant who now lives locally, said. “He has worked hard and is a very deserving recipient. Dr David Lloyd, who has supported Americo, and I are extremely happy.”

“I am currently studying English before I start my degree,” Americo said. “I am very excited!”

Chair of Rising Stars Scholarships Dr Peter Bowen said he understands the importance of scholarships for the quality of university experience, and even the quality of a person’s career thereafter.

“A scholarship helped me get through university and therefore boost my career and my life today,” Dr Bowen said. “Recipients should grab this opportunity to enhance their prospects, and we want to thank the people who have donated over the years and continue to donate because we know they believe in education as a foundation for our country’s prosperity.”

The Rising Stars Scholarship program aims to reward students who demonstrate outstanding academic potential and provide financial support to students who might otherwise not have the opportunity to achieve a university education.

Through the program, Southern Cross University offers scholarships to undergraduate students, some high school leavers who have achieved outstanding results and some mature-aged students who demonstrate a strong commitment to pursuing further education.

The John Bailey Scholarship is unique because John and five other members of the Australian steel industry have committed $48,000 over four years for a scholarship for a young person from the Familia Hope Orphanage in Timor Leste (Americo was the recipient) to undertake study at Southern Cross University.

One school leaver, Georgina Oram from St Joseph’s College in Banora Point, said the scholarship will allow her to study overseas for her Bachelor of Business in International Tourism Management.

“This scholarship is giving me the opportunity to travel for my degree,” Georgina said. “I wouldn’t have been able to do it without this.”

East Timor Police to Search for Illegal Weapons

Police in East Timor say they are mounting a major security operation in Dili, after a number of recent shootings in the capital.

According to media reports, the National Police - or PNTL - will set up checkpoints and conduct an illegal weapons search in every suburb of the city.

It comes after a Fatuhada woman and a Bidau youth were shot in separate attacks last week.

East Timor's President Jose Ramos-Horta has reportedly met with the prime minister to discuss the recent violence.

The president has told the Diario Nacional newspaper that those responsible for the shootings want to create instability in exchange for money.

Manila, Philippines, 20 July – The East Timor economy is expected to maintain growth of 10 percent this year, driven by a rise in oil prices and by public investment, the Asian Development Bank (ADB) said in a report published Monday in Manila.

According to the ADB report on Pacific economies, East Timor is the Pacific economy that is expected to post greatest growth this year followed by Papua New Guinea (8.5 percent), driven by the rise in oil prices and public investments and mining revenues.

The Solomon Islands are expected to see the third highest rate of economic growth, of around 7.5 percent, driven by an upturn in gold mining and a rise in logging. (macauhub)

Dalam pidatonya pada pembukaan pertemuan ke-44 menteri luar negeri ASEAN di Bali Convention Center, Nusa Dua, Selasa (19/7) kemarin, Presiden juga mengingatkan pentingnya peningkatan peran maksimum ASEAN untuk menjamin kerja sama yang menguntungkan di kawasan yang lebih luas. ''ASEAN harus menjadi kontributor yang baik untuk kedamaian dan stabilitas dalam tatanan kawasan,'' ujar Presiden Susilo Bambang Yudhoyono.
SBY menyatakan, pada pertemuan itu para pemimpin ASEAN sepakat mempercepat kerja sama bantuan bencana dan membentuk ASEAN Institute for Peace and Reconciliation guna memperkuat kapasitas penyelesaian konflik. Para pemimpin juga menyetujui biennial review cetak biru pilar politik dan keamanan ASEAN. ''Kita sepakati pula langkah-langkah untuk mengatasi masalah penyelundupan manusia di kawasan,'' ujar Presiden.
Menurutnya, di tengah-tengah kompleksitas dan tantangan yang dihadapi dunia, para menlu dapat memenuhi harapan sesuai dengan kesepakatan yang telah dijalin para pemimpin ASEAN. Pergerakan yang begitu cepat dari pertumbuhan kawasan dan dunia membuat negara-negara ASEAN juga harus mengambil tindakan cepat jika tak ingin tertinggal.
''Percepatan pergerakan ASEAN merupakan amanat dalam piagam ASEAN. Diharapkan pada pertemuan menteri-menteri luar negeri ini mampu menindaklanjuti dan mengisi kesepakatan-kesepakatan yang dihasilkan oleh para pemimpin ASEAN dalam KTT sebelumnya, terutama visi Komunitas ASEAN di tengah komunitas global bangsa-bangsa,'' katanya.
Selama rangkaian pertemuan tingkat menlu tersebut, SBY berharap dapat dicapai kemajuan dalam pembahasan sejumlah isu. Pertama perlunya mendorong perdamaian, kerja sama dan stabilitas di kawasan. Termasuk dalam isu ini adalah masalah Thailand-Kamboja, Laut Cina Selatan, pelucutan senjata nuklir dan penyelundupan manusia serta dalam konteks arsitektur kawasan, ASEAN harus menjadi pemain utama dan dapat memastikan bahwa kerja sama yang digalang akan bermanfaat bagi kawasan yang lebih luas.
''Bersama dengan mitra wicaranya, ASEAN harus meningkatkan kapasitasnya dalam menghadapi bencana secara cepat dan efektif,'' sebutnya. Sementara itu, Menlu RI Marty Natalegawa dalam sambutannya menyebutkan, peluang pertemuan di Bali ini untuk memanifestasikan peran sentral ASEAN dalam arsitektur kawasan. "Kami belajar bagaimana membangun institusi ini untuk melakukan fungsinya," kata pimpinan Komisi Antikorupsi Timor-Leste, Aderito de Jesus Soares, Selasa, 19 Juli di kantor KPK.

Disamping itu, CAC juga menjajaki kerja sama dengan KPK dalam pembangunan sumber daya manusia. "Juga kerja sama ke depan dalam hal investigasi bersama," katanya.

Dia mengatakan, CAC memilih belajar di Indonesia karena KPK lebih berpengalaman. Sedangkan CAC baru berusia 18 bulan. "Stafnya saja baru delapan bulan," katanya.

Adereto berujar, diawal berdirinya CAC, memiliki dua misi besar adalah pencegahan korupsi dan investigasi.

(This article of Rodolfo C. Severino in the Singapore Straits Times deserves reprint for the Filipino readership. He is a former secretary general of ASEAN and current head of the ASEAN Studies Centre at the Institute of Southeast Asian Studies.)

On the 19th of July, in Bali, Indonesia, the foreign ministers of the Association of SoutheastAsian Nations (ASEAN) will meet, as they have done every year since 1967, when their predecessors met in Bangkok and signed ASEAN’s founding document. They will, as usual,also be gathering informally over dinner, in the corridors or on the golf course.

Whether at their formal meeting or more informally, the ASEAN foreign ministers will have to carry out important mandates that their leaders gave them at the ASEAN Summit of May 2011. Specifically, they will have to make recommendations on at least two critical decision points that will profoundly affect ASEAN – Myanmar’s proposal to assume the ASEAN chair in 2014 and Timor-Leste’s application for ASEAN membership.

The chairman’s statement on the May 2011 ASEAN Summit had this to say on the issue of Myanmar’s ASEAN chairmanship, “We considered the proposal of Myanmar to host the ASEAN Summits in 2014, based on its firm commitment to the principles of ASEAN.” Whether the foreign ministers will come to an agreement on their recommendation to the leaders on this question remains to be seen.

On Timor-Leste’s application for ASEAN membership, the leaders, according to the chairman’s statement, asked their foreign ministers “to look at this issue very closely and provide recommendations for the Leaders’ consideration at a later stage with a view to a decision later in 2011”. The foreign ministers will have to make a recommendation on this matter, one way or another, before November 2011, when the leaders are scheduled to hold their next summit meeting.

As in previous years, the foreign ministers are expected to receive a briefing from their new Myanmar colleague, Wunna Maung Lwin, on the latest developments in his country. During the transition between governments in Thailand following the July 3 elections there, the foreign ministers may be eager to know about the situation in that country and possible developments in the Thai perspective on the Cambodia-Thailand border conflict. They may be interested particularly in Thailand’s outlook on the terms of reference, agreed upon with Cambodia, of the observers from Indonesia as current ASEAN chair.

After their own meetings, the ASEAN foreign ministers will gather with their counterparts from ASEAN’s Dialogue Partners in what are called the Post-Ministerial Conferences, together and individually.

For a long time, the PMC involved six developed countries – Australia, Canada, the European Union, Japan, New Zealand and the United States. Now, it includes four other states – South Korea, China, India and Russia – the last three having been conferred Dialogue Partner status in 1996.

Together, the ministers will have the opportunity to talk not only about Asia-Pacific issues – the South China Sea, Myanmar, the Korean peninsula, the Cambodia-Thailand conflict – but also about other matters of global import – the non-proliferation of nuclear weapons, Israel-Palestine issues, the “Arab Spring” and Western policies on it, and the global economy.

The individual PMC will be an occasion for foreign ministers to review ASEAN’s relations with each Dialogue Partner, including those at operational levels. With China, ASEAN could talk about the South China Sea and the opportunities presented by China as a market and a source of investments. With the US, ASEAN could discuss the South China Sea and the US stake in it, American participation in the East Asia Summit, and the US as a leading market and source of investments for Southeast Asia.

The PMC will be followed by the ASEAN Regional Forum, the only region-wide ministerial forum on political and security issues pertaining to Asia and the Pacific. In addition to ASEAN’s ten members and ten Dialogue Partners, the ARF has seven other participants – Bangladesh, North Korea, Mongolia, Pakistan, Papua New Guinea, Sri Lanka and Timor-Leste.

In the ARF, the South China Sea will surely be discussed. In particular, the statement of the US Secretary of State will be parsed, as will the Chinese response. Will the US reiterate its fundamental position on and interest in the South China Sea and at what level of assertiveness? On the other hand, will the US be more conciliatory towards China on this issue? Will China clarify to some extent the nature of its claims to the waters of the South China Sea? Will its response be more or less vehement than in 2010? ASEAN as a group is deeply interested in these questions in the light of its concerns over peace and stability and freedom of navigation and overflight in the area as well as in good China-US relations.

As in the case of the PMC, no less important than the media-attractive ministerial gathering are the ARF activities between ministerial-level discussions. Among such activities are those pertaining to security policy, counter-terrorism and transnational crime, cybercrime, maritime security, defence education, and disaster relief. Also expected to be reviewed by the ministers, these activities foster networking and confidence-building, promote the habit of cooperation, and make possible coordination and inter-operability.

In addition to these vital political and security issues, the ASEAN foreign ministers would also do well to discuss not only the ASEAN Political and Security Community, but also the ASEAN Economic Community, specifically the political obstacles to the achievement of the AEC by 2015, its publicly set target-year. To be sure, the AEC is the domain of the ASEAN economic ministers. However, the obstacles to it are primarily political, whether in terms of customs reform, non-tariff barriers, trade in services, product standards, transportation, communications, or information technology. ASEAN has agreements on all of these, but their implementation is hampered by domestic political considerations.

ASEAN and its member-states have a stake and interest in ASEAN cohesion and credibility, qualities that can be advanced only if the political obstacles to regional economic integration are overcome.

Police in East Timor have started a major security operation in Dili, following several shootings in the capital.

According to local media reports, the National Police will set up checkpoints and conduct an illegal weapons search in every suburb of the city.

It comes after a Fatuhada woman and a Bidau youth were shot in separate attacks last week.

East Timor's President Jose Ramos-Horta has reportedly met with the Prime Minister Xanana Gusmao to discuss the recent violence.

The President has told Diario Nacional newspaper that the shootings are by people who want to create instability within the community in exchange for money.

Nelson Belo, from Timorese NGO Fundasaun Mahhein, warned the comments could spark public panic.

He told Radio Australia's Connect Asia program the President should not have commented until the all the facts were known.

"The President shouldn't make a comment based on his feelings, he should make a comment based on credible information from state institutions."

Representatives from the United Nations Interacted Mission in Timor-lest were unavailable for comment.

A wealth boom in the Pacific's mineral-rich nations is fast stretching the regional divide between those with resources and those without, a new report claims.

A paper released this week by the Asian Development Bank has warned that while resource-rich countries like Papua New Guinea and East Timor are booming economically, its neighbours are struggling more than ever.

PNG and East Timor, which both export petroleum, are expected to grow by 8.5 and 10 per cent respectively in 2011, boosted by the high international petrol prices, and increased investment and employment in the industry.

The Solomon Islands will grow by 7.5 per cent, driven by increased logging and gold mining in the country, according to the latest issue of the bank's Pacific Economic Monitor.

Robert Wihtol, director general of bank's Pacific department, said there were two groups of Pacific economies emerging, one that was doing well and another that was struggling.

"The long term growth outlook for the Pacific region as a whole is very modest," Mr Wihtol said.

"If this trend continues, the region risks falling further behind the dynamic economies of developing Asia, resulting in a widening gap in incomes in the two regions."

To avoid this, Pacific governments needed to focus on the core functions of good government - that is investing in infrastructure, improving education and helping businesses - to encourage investment, he said.

The report also raises inflation projections for 2011 thanks to the sharp rise in commodity prices. It warns that high inflation rates in Fiji, PNG, and East Timor were of particular concern.

Mr Wihtol said there was a worry that the smaller, more remote and heavily import-dependent Pacific economies, such as those in the northern Pacific, were going to be hit hard by rising international food and fuel prices, and inflation.

He said these poorest nations needed to diversify their agricultural base and explore alternative energy sources to help protect themselves from rising prices.

Dili, East Timor, 9 Feb – East Timor’s Consumer Price Index (CPI) posted a rise of 8.0 percent in the final quarter of 2010 against the same period of 2009, the National Statistics Directorate said in Dili.

The rise was mainly due to increases in the prices of Food (10.3 percent rise), Clothing and Footwear (7.3 percent), Housing (6.2 percent) and Transport and Communications (4.4 percent).

As compared with the previous quarter ended in September, the CPI in the fourth quarter rose 4.1 percent, with rises in the categories of Food (5.4 percent), Clothing and Footwear (5.1 percent) and Alcohol and Tobacco (2.5 percent). (macauhub)

Aquela evolução decorreu, principalmente, dos aumentos registados nos preços dos produtos das classes Alimentação (mais 10,3 por cento), Vestuário e Calçado (7,3 por cento), Habitação (6,2 por cento), Saúde (4,5 por cento) e Transportes e Comunicações (4,4 por cento).

Relativamente ao trimestre terminado em Setembro, o IPC dos últimos tres meses do ano registou um aumento de 4,1 por cento, tendo os principais agravamentos dos preços ocorrido nas classes Alimentação (5,4 por cento), Vestuário e Calçado (5,1 por cento) e Álcool e Tabaco (2,5 por cento).

A coalition of groups in Timor-Leste is urging the United Nations Security Council “to take concrete, effective actions to end impunity for those who directed and committed crimes against humanity in Timor-Leste” during Indonesia’s invasion and occupation.

“Accountability for crimes against humanity must not be further delayed” the Timor-Leste National Alliance for an International Tribunal (ANTI) told the UN Security Council in a letter delivered this week.

ANTI criticized UN Secretary-General Ban ki-Moon for failing “to mention the consequences of ongoing impunity for the serious international crimes committed during the Indonesian occupation” in his latest report to the Council.

The letter was endorsed by more than 30 other organizations from outside of Timor-Leste.

“We are still not yet free of the shadow of serious crimes committed during the 24 years of Indonesian occupation. We have suffered a lot during that period; physically and psychologically, because of torture from various types of violations, including sexual violence against women, and the loss of 180,000 human lives because of the brutal, illegal Indonesian military occupation,” wrote ANTI.

The coaltion added “If impunity continues to prevail in Timor-Leste, it will have a negative impact on the stability and security of our country; undercutting the efforts of the United Nations to establish rule of law and strength security institutions. In addition, the perpetrators are continuing to commit similar crimes in Indonesia.”

The Security Council is scheduled to meet on February 22 to discuss the future of the UN Mission in Timor-Leste (UNMIT). The mission’s current mandate expires February 26.

The Security Council should “discuss the recommendations of the [2005]Commission of Experts regarding the establishment of an International Criminal Tribunal when national mechanisms fail.” They also urged the Council to enlarge the mandate of the Serious Crimes Investigation Team (SCIT) to allow the investigation and support the prosecution “of the principal perpetrators of serious crimes and crimes against humanity throughout the Indonesian occupation from 1975-1999.” The SCIT current mandate only allows investigations of murders committed during 1999, when the UN sponsored the referendum which led to Timor-Leste’s independence.

ANTI argues that such prosecutions are “the only solution to end impunity in Timor-Leste and Indonesia, so that democracy and human rights that we yearn for can be achieved in Timor-Leste and other countries.”

Endorsing groups include the East Timor and Indonesia Action Network (U.S.); KontraS, the Indonesian human rights organization; Japan East Timor Coalition; International Federation for East Timor; Australian Coalition for Justice for East Timor; and the regional Asia-Pacific Solidarity Coalition.

East Timor blasts Australia for failing to help with patrol boats

EAST Timor's defence chief has blasted Australia for its tardy response in helping the half-island state develop a patrol boat fleet to tackle people-smuggling.

The criticism follows Dili's acceptance of a South Korean offer of two free patrol boats whose mission includes intercepting asylum-seeker vessels.

The Gillard government has sought the help of neighbouring states including East Timor and Indonesia to help tackle the problem of people-smuggling, a major regional concern.

Canberra is also pushing Xanana Gusmao's government in East Timor to agree to host a regional processing centre to handle asylum-seekers. Dili is yet to respond to the request.

But in an interview with Tempo Semanal newspaper, a translation of which was seen by The Australian, Secretary of State for Defence Julio Pinto accused Canberra of putting too many conditions on eligibility for its Pacific Patrol Boat Program.

"The South Korean government wrote to us informing they have agreed to donate two patrol boats for the East Timor Defence Force," Dr Pinto told the newspaper.

The Timorese defence chief said Canberra appeared reluctant to help the F-FDTL (defence force) develop its own naval capability, which could be used to deter asylum-seekers and illegal fishing boats entering its maritime zone.

"If Australia is willing to donate any boats - lets accept them - but there's been no sign yet," Dr Pinto said.

The newspaper quotes unnamed Timorese officials as saying Canberra's Pacific Patrol Boat Program comes with too many conditions attached, including a communications net run out of Australia - a demand that potentially compromises Timorese maritime intelligence.

The Australian understands the Korean boats are 21m and 33m craft and will be delivered in June.

Diggers in Dili might have thought they'd escaped the sandbag duty many of their mates have been on across Australia.

Not so.

Last week East Timor Prime Minister Xanana Gusmao made a late-night call for help after heavy rains damaged roads and caused flooding.

Australia's leader there, Mick Reilly, took quick action.

International Security Force soldiers went to the streets and worked alongside Mr Gusmao in his electric blue tracksuit.

"I was really proud of the efforts," Colonel Reilly said in a statement.

Many of those volunteering to help come from cyclone and flood-ravaged Queensland and Victoria.

"Although they can't be in Australia helping out, assisting Dili residents to save their homes and schools, is no less important work," Colonel Reilly said.

Díli, 08 fev (Lusa) -- A transferência de 321 milhões de dólares do Fundo Petrolífero de Timor-Leste, sem explicação detalhada, e a pouca clareza de dois novos fundos, levaram o Presidente timorense a pedir a fiscalização da constitucionalidade do Orçamento do Estado.

As razões do Presidente da República constam da exposição que fez ao Supremo Tribunal de Recurso, em que requer a apreciação preventiva da constitucionalidade do Orçamento Geral do Estado (OGE) para 2011, antes de o promulgar, hoje distribuída aos deputados e a que a Lusa teve acesso.

O chefe de Estado conclui que o OGE "infringe a Lei do Fundo Petrolífero, de valor reforçado", ao prever "a transferência de 321 milhões de dólares americanos (235 milhões de euros), valor que excede o rendimento sustentável, sem uma explicação detalhada sobre os motivos que levam a considerar como sendo no interesse de Timor-Leste a longo prazo que (a mesma) se efetue".

José Ramos-Horta questiona também a criação dos Fundos das Infra-estruturas e do Desenvolvimento Humano, que constam do orçamento aprovado, sem terem sido criados por uma lei específica, invocando o número dois do artigo 45.º da Constituição.

Por outro lado, considera que os referidos fundos não identificam de maneira específica "que despesas serão cobertas pelos recursos alocados, o que poderá infringir a exigência constitucional, contida no mesmo artigo, de transparência na especificação das despesas".

O OGE foi aprovado na especialidade pelo Parlamento Nacional a 14 de janeiro e ascendia a 985 milhões de dólares (cerca de 718 milhões de euros), mas várias propostas apresentadas durante a discussão do documento na especialidade e que foram aprovadas, fizeram elevar o valor do orçamento para pouco mais de 1,3 mil milhões de dólares (963 milhões de euros).

Díli, 07 fev (Lusa) -- O Presidente da República de Timor-Leste, José Ramos-Horta, solicitou ao Supremo Tribunal de Recurso a apreciação da constitucionalidade do Orçamento Geral do Estado (OGE), disse à Lusa fonte judicial.

O OGE foi aprovado na especialidade pelo Parlamento Nacional a 14 de Janeiro e ascendia a 985 milhões de dólares (cerca de 718 milhões de euros), mas, em resultado da aprovação na discussão na especialidade, dia 28, de uma proposta de deputados da Aliança da Maioria Parlamentar que suporta o Governo, para aumentar em 282 milhões de dólares (quase 206 milhões de euros) a dotação para as infraestruturas elétricas, acabou por se situar em 1.26 mil milhões de dólares (748 milhões de euros).

O presidente do Supremo Tribunal de Recurso, Cláudio Ximenes, confirmou à agência Lusa ter sido pedido o parecer pelo Presidente da República, comentando, no entanto, que não é a primeira vez que tal acontece.

"Já tem havido também outros casos, em relação a outras leis que foram enviadas pelo Presidente da República antes de as promulgar e o mesmo se passou com outros orçamentos do estado, pelo que não é novidade", disse.

De acordo com o presidente do Supremo, os pareceres são proferidos "conforme a disponibilidade de agenda e a urgência", que no caso foi pedida.

"O Presidente da República pediu urgência na sua apreciação", esclareceu.

Grupo de Trabalho sobre Desaparecimentos Forçados e Involuntários Visita Timor-Leste

Em comunicado divulgado pelo Ministério dos Negócios Estrangeiros (MNE), o Grupo de Trabalho das Nações Unidas sobre os Desaparecimentos Forçados e Involuntários das Nações Unidas (WGEID) está numa visita ao país durante oito dias (7 a 14 Fevereiro), a convite do Governo de Timor-Leste, através do Ministro dos Negócios Estrangeiros.

De acordo com o Ministro dos Negócios Estrangeiros, Zacarias da Costa, "esta visita é muito importante e oportuna. A visita deste Grupo de Trabalho irá contribuir na localização de pessoas desaparecidas durante a época de conflito. Partilho a angústia daqueles que não sabem do paradeiro e destino de seus entes queridos.”

A delegação será composta por Jeremy Sarkin, presidente-relator do Grupo de Trabalho, Jasminka Dzumhur, especialista, e outros membros do Secretariado do Grupo de Trabalho, informa o MNE.

A visita é de natureza humanitária, com vista a apoiar os esforços actualmente empreendidos pelo Governo de Timor-Leste em resolver os problemas de desaparecimentos forçados e involuntários.

Segundo o MNE, durante a visita o grupo irá realizar reuniões oficiais com órgãos de soberania e funcionários de alto nível, assim como outros representantes e pessoas interessadas em discutir e trocar opiniões. Além de reuniões na capital, a delegação vai também se deslocar a outros distritos.

Díli, 08 fev (Lusa) – O Presidente de Timor-Leste, José Ramos-Horta, afirmou que a próxima edição do Tour de Timor em ciclismo vai pôr em evidência a segurança do país, ao presidir ao lançamento de um filme sobre a prova.

“É um prazer lançar o filme do Tour de Timor. Este evento continuará a crescer a um ritmo acelerado, a obter reconhecimento no circuito mundial de ciclismo de montanha e, a nível regional, a pôr em evidência a situação de segurança em Timor-Leste, a beleza da sua geografia e do seu povo”, afirmou.

O Presidente timorense considerou o Tour de Timor “uma experiência incrível para todos os participantes” e um evento anual que “mostra ao mundo que as portas de Timor-Leste estão abertas e que o seu povo está preparado para acolher visitantes”.

O lançamento do filme do Tour de Timor contou com a exibição paralela de outras produções cinematográficas inéditas: seis filmes que promovem cada um dos seis distritos corridos pelo Tour de Timor em 2010, dois filmes de cinco minutos sobre alguns dos participantes locais (Anche Cabral, a melhor ciclista timorense, e David da Silva Gonçalves, o mais jovem participante) e, ainda, um documentário de 25 minutos cobrindo toda a acção do Tour de 2010.

Esses filmes vão ser passados na televisão pública (TVTL), legendados em tétum, com o objetivo de promover a participação e o apoio no Tour de Timor 2011.

Além da sua divulgação no país, o documentário vai ser distribuído na Austrália, Ásia e Europa.

No seu terceiro ano consecutivo, o Tour de Timor, já considerado por alguns especialistas como “a prova mais dura de ciclismo de montanha na Ásia”, será “o maior desafio de sempre”, decorrendo ao longo de seis dias num circuito que abrangerá zonas costeiras, florestas tropicais e savanas montanhosas, segundo a organização.

Pela primeira vez, o Tour percorrerá o distrito na ponta oriental da ilha, Lautém, foi também revelado.

Tráfico humano em Timor-Leste atinge "níveis alarmantes"

Maioria dos casos está ligada à prostituição e à exploração de mão-de-obra. O principal receio é que o país se torne numa “grande ponto de passagem para os traficantes”.

O crescimento exponencial do tráfico de seres humanos em Timor-Leste foi o tema principal em discussão na reunião que a Organização Internacional das Migrações (OIM) manteve hoje com o ministro dos Negócios Estrangeiros timorense, Zacarias da Costa.

Norberto Celestino, chefe da missão do OIM, diz que a maioria das situações está ligada “à prostituição e à exploração de mão-de-obra” e que a organização já teve de prestar auxílio a diversas pessoas. “Tivemos alguns casos em que ajudámos as pessoas a serem repatriadas ou a regressarem aos seus países de origem, incluindo uma menor de nacionalidade chinesa”.

O principal receio nesta altura é que Timor se torne numa “grande ponto de passagem para os traficantes”, pelo que a organização apela ao Executivo que aborde esta situação com muita “cautela”.

Timor-Leste tem sido, desde o início do século XXI, um dos países asiáticos com maiores níveis de tráfico humano. Estima-se que todos os anos sejam traficados cerca de cinco mil pessoas no país.

67 Indonesians repatriate to Timor Leste

JAKARTA: Twenty five families or 67 people of Indonesian citizens from East Timor who had lived in East Nusa Tenggara for 11 years had left for Timor Leste under the repatriation program.

“They returned to their hometown on their own will without any force,” said head of the Tilomar district, Kovalima, Timor Leste, John Amaral, on Tuesday in Atambua, Tuesday, as quoted by

He said that Timor Leste would warmly welcome any Indonesian citizen from East Timor who would return to Timor Leste.

Many ex-East Timor residents had moved to East Nusa Tenggara since 1999, following the referendum that led to the independence of East Timor, now Timor Leste.

Their return to Timor Leste was facilitated by the Women and Children Care Forum (FPPA) Atambua and Center for Internally Displaced Person Service (CIS) Timor Atambua, who accompanied them until the West Crossing Gate of Motamasin, Kobalima Timur district, Belu regency.

8 Feb, 2011 Timor-Leste offers a lot of good business potential for Thai investors as it welcomes more foreign investors to help build its economy, says President Jose{aac} Ramos-Horta. Everything is available to be explored by businesspeople, who can invest in a variety of sectors, from agriculture to electronics and textiles, the leader of the nine-year-old sovereign state said in an interview in the capital, Dili. While the country formerly known as East Timor offers incentives that make its tax structure one of the cheapest for investors, Ramos-Horta admitted that red tape could become a barrier. "There have been some Thai businesspeople coming here, but I have to confess that the bureaucratic system is very slow," he said. Businesses from Singapore and China are active in various sectors of Timor-Leste's economy, while Thailand's investments are primarily in oil and gas. Ramos-Horta said his country is rich in oil and gas. "We have one of the biggest [deposits] in the world in terms of gas reserves. Our petroleum fund now has more than $7 billion. We earn $200 million worth of oil and gas revenue from one field every month, and more fields have been found," said the president. Although Timor-Leste has huge potential in revenue from oil and gas, it still needs a broader and more robust economic development plan. Foreign minister Kasit Piromya said Thailand has agreed to send a team of social and economic development planners to help the country "Timor-Leste now has revenue and savings from gas. We will help them plan the infrastructure and education system," Kasit said during a recent visit to Dili. Kasit sees an opportunity for Thai contractors, who have long-term experience in infrastructure, to become concessionaires of infrastructure development projects, such as roads and housing. Their expertise would complement the financial assistance that Timor-Leste has received from the World Bank and International Monetary Fund to develop. In addition, the country needs to increase development in human resources, medical science, education, business and trade. To this end, Thailand plans to introduce a royally initiated village development project. President Ramos-Horta said Thailand could also help in agriculture and food security as well as HIV/Aids control. "If Thailand can advise our government on agriculture and food security, we don't need it to pay for the cost of expertise. Timor can finance it, but we need rural development experts," said the president. Kasit said Timor lacked expertise in growing of rice, cassava and sugarcane. Thailand plans to send its experts to advise on rice farming and will also sell rice at a "friendship price" to improve Timor's food security, he said. Timor-Leste, with a population of about 1.1 million, consumes some 100,000 tonnes of rice annually, while its domestic supply is low, and it needs imports from other Asian countries. Thailand's Foreign Ministry will hold a seminar next month with Timorese officials to explore concession opportunities for Thai investors. As well, Thailand has offered to share experiences in providing temporary shelters for refugees from Afghanistan and Pakistan in cooperation with Australia and Canada. Fernando Lasama, president of the National Parliament, told Kasit that Timor-Leste planned to increase its per capita income to that of a mid-level developing country in the next 15 years. The country is also seeking to become the 11th Asean member in the near future. It plans to submit an official letter of application to the Asean Secretariat in Indonesia next month, according to Kasit. The procedures for its entry will require further discussion by Asean members. The country may be required to meet certain conditions first, or it could be admitted on condition that various criteria are fulfilled in stages at a later date.

WIKA president director Bintang Perbowo said the power plant, with an anticipated capacity of between 50 and 100 megawatts, will be executed by WIKA subsidiary, PT WIKA Insan Pertiwi.

“This project is expected to be completed on Feb. 20, “ Bintang said Tuesday as quoted by kontan.co.id.

MANILA, Philippines—Allegations in a Philippine congressional inquiry that UN funds have been used as “pabaon,” or send-off gift, to retiring generals of the Armed Forces of the Philippines have shocked soldiers who had served as UN peacekeepers in East Timor, their former commander said Monday.

Retired Lt. Gen. Jaime de los Santos, the Filipino head of the UN Transitional Administration in East Timor (UNTAET), told Radyo Inquirer that he was surprised by claims that a UN check was even picked up personally in New York by a general.

“How did that happen? The release of funds was a government-to-government transaction as prescribed in UN protocol. This is really shocking,” he said.

De los Santos said that revelations by former AFP budget officer Lt. Col. George Rabusa and former Commission on Audit auditor Heidi Mendoza about UN funds being diverted for personal use of generals had also confused soldiers who served in East Timor from 1999 to 2001.

He said the soldiers were worried about how the allegations would affect the deployment of AFP peacekeepers in the future. “We have to redeem our image. The Filipino peacekeeper has a very good reputation. They are among the best,” he said.

De los Santos said the United Nations had rigid standards in peacekeeping.

“As the head of the multinational force, it was my duty to inspect and certify the number of soldiers from each country. You cannot cheat. If there were 1,000 troops, it was 1,000. You cannot add or subtract. The protocol was followed,” he said.

“The UN has its own representative to review the troops, if the equipment is suited for them. And the Filipino troops showed they were very capable. Peacekeeping is one area where we in the AFP can excel,” De los Santos said.

He said he was surprised by Mendoza’s revelation that a check from the UN headquarters in New York was picked up personally by a still unnamed general.

“We did not have a liaison officer in New York. The other countries have. Maybe that’s why it happened that way,” De los Santos said.

PERTH, Australia, Jan. 3 (UPI) -- Disputes continue over the best means to begin production at the Greater Sunrise natural gas field in the Timor Sea.

Australia's Woodside has proposed supplying a limited amount of gas for Timor-Leste's domestic consumption but Dili remains adamant that Woodside abandon its plan to build one of the world's first floating liquefied natural gas platforms at the field and instead transport all of the gas to a processing plant in Timor-Leste, The Sydney Morning Herald reported Monday.

Under agreements signed in April 2007, Timor-Leste and Australia would equally share profits from the Greater Sunrise natural gas field.

A Woodside spokesman denied that the company offered to build a domestic gas pipeline to Timor-Leste, asserting: "The floating LNG option maximizes total petroleum revenue to Timor-Leste and Australia. The joint venture is committed to redelivering sustainable benefits to the people of Timor-Leste."

Experts estimate that the Greater Sunrise field's reserves are 8 trillion cubic feet of gas and 300 million barrels of condensate, which could generate $40 billion in revenue over the field's projected 30-year lifetime.

THE government is yet to rectify its offshore processing regime, months after the High Court ruled it invalid and as the opposition declared itself the only party with credibility on asylum seekers.

Pressure is mounting on the Immigration Minister, Chris Bowen, to respond to the November ruling, which found asylum seekers on Christmas Island had to be processed in accordance with Australian law.

''It is unacceptable that the federal government has let nearly two months pass without responding to the High Court's landmark ruling on Australia's offshore processing program,'' the Greens Senator Sarah Hanson-Young said yesterday.

''We understand that the tragedy at Christmas Island has rightly taken a lot of the government's time and resources, but the response should have come well before the shipwreck.''

Government contractors are reviewing 159 cases where Sri Lankans and Afghans were rejected under the legally flawed system. New assessors have been assigned to each so the refugee claims can be decided afresh.

Mr Bowen is expected to respond to the High Court decision shortly.

It is understood the government has been trying to retain offshore processing by setting up a separate system that is legal.

The lawyer who led the High Court challenge, David Manne, said the government should abandon offshore processing altogether.

''At its heart, the High Court has found the whole regime to be fundamentally flawed and it should be dismantled,'' he said.

The delayed response was affecting thousands of people in Australian immigration detention centres. ''Every day is another day of damage to people in detention,'' he said.

Another boat carrying 90 asylum seekers and two crew was intercepted west of Ashmore Reef on Tuesday night, the Home Affairs Minister, Brendan O'Connor said.

The opposition said the group tipped the total number of boat arrivals under Labor above 10,000. ''How many more people will need to arrive before the government acknowledges it has no solution,'' the opposition spokesman for Customs and border protection, Michael Keenan, said.

The Liberal backbencher Philip Ruddock said the figure vindicated claims he made last year about a ''pipeline'' of 10,000 asylum seekers preparing to set sail for Australia.

He was dismissed by the then prime minister, Kevin Rudd, as the man who had presided over the children overboard scandal.

''I therefore place zero credibility on anything Philip Ruddock says about anything on that subject at any time,'' Mr Rudd said at the time.

Yesterday, Mr Ruddock said his detractors should eat their words. ''Now that my prediction has come true, it is easy now to see who lacks credibility,'' Mr Ruddock said.

''Only a Coalition government remains serious about stopping people smugglers and the human tragedy they bring.''

Both the Greens and the opposition are against a processing centre in East Timor.

SELASA 7 Desember 2010, Kota Dili terasa sangat panas. Suasana panas semakin terasa di Aula Susteran Canosan di bilangan Komoro, Dili Barat, ibu kota Negara Timor Leste. Hari itu sebanyak 251 mahasiswa dari Fakuldade (fakultas) - FKIP, FKM, FISIP dan FE Universidade Dili /UNDIL - diwisuda Rektor, Antonio Quadores - yang sehari-hari anggota parlemen negeri itu. UNDIL merupakan salah satu universitas swasta di Dili yang dapat dipandang sebagai "penyambung" kehidupan dari UNTIM yang pernah ada pada zaman NKRI.

Dalam undangan tercantum Orasi Ilmiah oleh Xanana Gusmao. Lantaran itulah maka semua wisudawan dan orang tua sejak pagi menunggu kehadiran PM. Saya dkk (Dr. Thomas Langoday dan Dr. Karolus K Medan) tiba di Canosan kira-kira pukul 08.00 waktu Dili (lebih cepat satu jam dari waktu Kupang). Tidak ada kesan persiapan keamanan yang mencekam karena bakal datang pria berambut dan berjambang putih itu ke susteran. Tidak ada anggota tentara, polisi atau Paspampres TLS yang hilir mudik apalagi mobil atau tank polisi maupun pintu-pintu detektor yang mengecek para undangan yang masuk. Semua berjalan biasa saja.

Jam 09.30 rapat Senat (Senado Universidade Dili) Terbuka Wisuda dibuka rektor. Beberapa saat setelah Ketua Yayasan, Yose Pereira membacakan sambutan, protokol mengumumkan PM akan tiba. Rapat senat sementara diskors lalu Senat dan undangan dihibur lagu-lagu rakyat TLS dari koor UNDIL.

Tibalah saat yang dinanti-nantikan, tepat jam 10.20 sang PM tiba. Dari meja rapat di panggung. saya menghitung - hanya empat mobil yang mengiringi sang PM. Sepi! Dia datang tanpa sirene meraung-raung. Di depan aula, pria penuh senyum itu disambut beberapa penari cilik lalu diarak memasuki aula dengan sambutan tepuk tangan yang meriah dan mata-mata yang berkaca. Xanana melambaikan tangan sambil membuang senyum ke semua penjuru aula, sebentar-sebentar menyalami dan menciumi para orangtua wisudawan. Hanya dua Paspampres yang mengawal dia masuk ruangan. Lagi-lagi dua pria berambut cepak itu "bikin heboh" karena hanya berkemeja kotak-kotak merah pink . Seluruh kancing terbuka lepas, yang tampak hanya baju kaos putih dalam yang menutupi tubuh.

Beberapa saat kemudian, protokol mempersilahkan Xanana menuju mimbar. Xanana berlari-lari kecil sambil melambai tangan di audiens lalu membacakan pidato dalam bahasa Tetun dan sedikit campuran Portugis. Di saat inilah Xanana menggambarkan betapa pentingnya peranan perguruan tinggi bagi masa depan bangsa dan negara TLS. Sungguh, dia seorang orator luar biasa yang mampu "menghipnotis" ribuan pasang mata seolah tak bergeming. Sebentar dia mengangkat dua belah tangannya, sebentar suaranya menggelegar memecah aula, sebentar dia seolah berbisik di depan mikropon.

Di saat akhir orasi, rupanya sang PM sangat terharu. Saya diberitahu rektor bahwa Xanana kagum dengan perkembangan pendidikan, terutama perguruan tinggi di TLS. Dalam 10 tahun setelah merdeka bangsa ini dengan segala kekurangannya masih sempat membangun universitas, mendidik mahasiswa dan menghasilkan sarjana. Dalam bahasa Tetun - Porto dia mengungkapkan keharuannya tentang sebagian besar rakyat TLS yang miskin, dan para wisudawan ini pasti berasal dari keluarga-keluarga yang miskin itu.

Tetapi kata dia, "Saya sangat bangga justru dari keluarga-keluargamiskin itu muncul semangat untuk berubah, mengubah diri dan mengubah masa depan bangsa dan negara." Kembali matanya berkaca-kaca dan mengajak seluruh hadirin untuk melupakan masa lalu dan melihat ke depan. Dia juga tidak lupa mengucapkan terima kasih bagi kehadian saya dkk yang turut membantu UNDIL, membantu bangsa dan negara TLS.

Orasi telah lewat 30 menit. Protokol mempersilahkan sang PM bergambar bersama seluruh anggota senat di atas panggung. Kami berjabat tangan dan pria itu bergegas menuruni tangga. Ha-ha-ha .. Protocol "memerintahkan" dia sekali lagi kembali ke panggung untuk berkenan bergambar bersama saya dkk. Xanana memeluk saya sambil berbisik, Profesor obrigado ... obrigado. "Terima kasih mau membantu bangsa dan negara saya."

Satu kesempatan "langka" dalam hidup saya dan dalam kunjungan ke Dili. Akhirnya saya dkk bergambar bersama dia. Setelah selesai kami berjabat tangan Xanana turun dari panggung dan duduk sebentar. Dari tempat duduknya dia "pamitan" kepada kami di atas panggung karena harus mengikuti acara lain. Xanana pun bergegas keluar dihantar tepuk tangan meriah. Secepat itu pula sebelum naik ke mobil sang PM membuka jasnya, membuka dasinya lalu "membuang" ke dalam mobil. Dia meninggalkan halaman susteran tanpa iringan sirene.

Sungguh, pengalaman yang sangat unik bagi saya dkk yang sejak tahun 2008 menjadi pengajar tamu di UNDIL. Peristiwa ini juga tentu membanggakan kami, membanggakan bangsa Indonesia karena kami diberi kehormatan untuk mengajar dan mendidik anak-anak TLS bahkan menjadi anggota senat di UNDIL.*

SAIFULLAH YUSUF Wakil Gubernur Jawa Timur pada Suara Surabaya, mengatakan, di PT PAL ini, XANANA melihat kemungkinan untuk bisa mendidik orang Timor Leste belajar mengoperasikan dan merawat kapal. Bahkan ada keinginan untuk pesan lagi kapal produksi PT PAL.

Sebelumnya, kata SAIFULLAH, Timor Leste sudah membeli kapal produksi PT PAL yang bisa mengangkut 200 orang. Kapal itu untuk transportasi antar pulau.

Di PT PAL, XANANA diberi gambaran tentang PT PAL menjadi perusahaan perkapalan yang terbaik dan produksinya berkualitas internasional. Produksi PT PAL sudah digunakan Jerman, Singapura dan beberapa daerah propinsi. PT PAL merupakan perusahaan yang memproduksi beragam jenis kapal dan dapat ISO dari berbagai bidang.

Selain itu, XANANA juga melihat Kapal Perang Banda Aceh yang dipesan Kementerian Pertahanan RI. Kapal ini mampu mengangkut 3 helikopter, 200 tank, dilengkapi peralatan canggih dan paling modern.

SAIFULLAH menjelaskan dengan kunjungan XANANA ke PT PAL, Jawa Timur sangat berkepentingan. Apalagi selama ini antara Jawa Timur dan Timor Leste sudah ada hubungan ekonomi.

“Data BPS Jawa Timur menyebutkan untuk ekspor Jawa Timur ke Timor Leste sebesar US$13 juta untuk bidang pertanian, pertambangan, perdagangan dan industri. Sedangkan impor Jawa Timur ke Timor Leste sebesar US$ 150 ribu sehingga Jawa Timur mendapatkan surplus cukup besar. Impor Jawa Timur ke Timor Leste diantaranya berupa kopi dan marmer,”paparnya.

SAIFULLAH menambahkan Jawa Timur ingin kerjasama dengan Timor Leste diperluas dan diperbesar karena potensinya memang ada. Terlebih hubungan emosional dan jarak Jawa Timur dengan Timor Leste lebih dekat serta sejarah keduanya sudah lama ada. (tin)

Timor-Leste is celebrating the 62nd anniversary of the Universal Declaration of Human Rights with numerous events throughout the country today.

On 10 December, International Human Rights Day, human rights defenders from all walks of life are gathering at venues across the country to debate human rights progress and to promote the continued improvement of respect and protection of human rights for all.

Advocates include officials and representatives from the Office of the President, from Parliament and Government, from the Provedoria for Human Rights and Justice, from civil society and from the international community.

Highlights of the day include the third annual Sergio Vieira de Mello Human Rights Awards, and Parliament's third annual special session devoted to human rights, which this year focuses on Economic, Social and Cultural rights.

The Government-led, partnership-run, 16-day campaign to End Violence Against Women comes to a close in Baucau on Human Rights Day. The Provedoria and civil society have collaborated to spread the message of human rights, with special attention paid to organising competitions between school students and activities for children.

This year, under the slogan "Speak up - Stop Discrimination", the UN salutes human rights defenders around the world, whom UN High Commissioner for Human Rights Navi Pillay commends for their "magnificent battle to stop discrimination".

Footage of human rights defenders working to end discrimination will be shown in Geneva and elsewhere. Timor-Leste's Joazito dos Santos of the Disabled People's Organization "Raes Hadomi Timor Oan" will be among those featured.

Blitar–Kepolisian Resor (Polres) Blitar, Jawa Timur, memperketat jalur yang akan dilalui Perdana Menteri Timor Leste Xanana Gusmao yang akan meninjau bendungan irigasi dan pembangkit tenaga listrik di Kecamatan Wlingi, Kabupaten Blitar.

“Kami menerjunkan sekitar 600 personel yang ditempatkan di setiap jalur yang akan dilalui oleh rombongan mulai dari jalur arah Malang hingga Tulungagung,” kata Kepala Sub Bagian Hubungan Masyarakat Polres Blitar AKP Wisnu Wardana di Blitar, Jumat (10/12).

Ia mengungkapkan, sesuai dengan informasi yang diterima direncanakan rombongan akan memantau dua bendungan yaitu Bendungan Serut di Kecamatan Wlingi dan Bendungan Jegu di Kecamatan Sutojayan.

Pihaknya sudah menyebar seluruh anggota yang ditugaskan untuk pengamanan, termasuk di lokasi bendungan. Seluruh lokasi bendungan akan disisir, mencegah terjadinya masalah yang berakibat terluka, seperti bom, dan beberapa benda berbahaya lainnya.

Wisnu juga mengaku, polisi tidak ingin kecolongan dan menyebar tim khusus. Mereka ditempatkan di titik-titik khusus yang tidak semua orang mengetahui, yang bertugas menjaga keamanan rombongan selama di lokasi tujuan.

Perdana Menteri Timor Leste, Xanana Gusmao, akan berkunjung ke bendungan di Kecamatan Wlingi, Kabupaten Blitar. Kegiatan itu satu rangkaian dengan beberapa kunjungan yang dilakukan Xanana di Surabaya, Pasuruan serta Malang.

Kedatangan Xanana di Blitar bertujuan untuk mengetahui teknik irigasi dan produksi listrik yang bersumber dari daya air di Bendungan Wlingi yang dikelola Jasa Tirta.

Rombongan dari negara sahabat itu juga ingin mempelajari tentang pengelolaan peternakan yang rencananya akan diterapkan di negara yang merdeka tahun 2002 tersebut.

Sesuai dengan informasi yang berkembang, kedatangan Xanana rencananya akan berlangsung selama dua hari, mulai Jumat (10/12) hingga Sabtu (11/12).

Usai dari Blitar, rombongan rencananya akan bertolak di Malang, berkunjung ke Perum Jasa Tirta I Malang lalu melanjutkan perjalanan ke Surabaya, bertemu dengan Menteri Pertahanan Purnomo Yusgiantoro guna melakukan kerjasama antara Indonesia dengan Timor Leste masalah pertahanan.

Saat mendampingi Gubernur Jawa Timur Soekarwo bertemu Perdana Menteri Timor Leste Xanana Gusmao di ruang VIP Bandar Udara Internasional Juanda Surabaya, Jumat (12/10) siang, Gus Ipul, begitu Syaifullah akrab disapa, melontarkan joke yang membikin Xanana dan tim ekonominya terpingkal.

Awalnya, Soekarwo memperkenalkan Syaifullah, yang duduk di samping kanannya, kepada Xanana. "Ini wakil saya. Beliau ini keponakan almarhum Gus Dur, sahabat Yang Mulia Perdana Menteri Xanana," kata Soekarwo yang dibalas anggukan kepala Xanana.

Namun kemudian Syaifullah menyeletuk, "Antara paman saya dan Yang Mulia Perdana Menteri sesungguhnya masih bersaudara, karena sama-sama bergelar Gus. Yang satu Gus Dur, yang satu Gusmao."

Celetukan Syaifullah yang jenaka kontan membuat seisi ruangan tertawa. Xanana bahkan tertawa paling keras. Pangdam V/ Brawijaya, Mayor Jenderal Gatut Nurmantyo yang duduk di samping kiri Syaifullah pun turut terbahak.

Xanana dan rombongannya berada di Jawa Timur selama dua hari, Jumat (10/12) hingga Sabtu besok (11/12). Ia mengatakan ingin belajar dari Jawa Timur dalam hal agrobisnis dan pengairan. "Kami ingin banyak belajar," kata Xanana.

A petrolífera australiana reconheceu em documentação enviada ao executivo timorense que um gasoduto a ligar o campo Greater Sunrise à costa sul de Timor-Leste é 400 milhões de dólares mais barato do que a opção Darwin.

A informação foi avançada pelo porta-voz do Governo Timorense, Ágio Pereira, que em comunicado divulgado hoje revela que a Woodside já entregou ao executivo informações sobre três opções para desenvolver o campo de gás natural de Sunrise: gasoduto para Timor-Leste, gasoduto para Darwin e plataforma flutuante.

«Estes documentos estão a ser rigorosamente escrutinados pela Autoridade Nacional do Petróleo (ANP) com os reguladores australianos», refere Ágio Pereira.

Timor Leste Airlines procura atrair parceiros na China

Timor-Leste espera receber em breve a visita de uma delegação de companhias aéreas privadas da China interessadas em negociar com o Governo uma parceria no projeto de criação da companhia de bandeira timorense.

“Contactámos o Fórum Macau para organizar uma delegação de companhias aéreas privadas chinesas que se desloquem a Timor para iniciarem as negociações com o Governo, no sentido de ser criada a Timor-Leste Airlines”, disse à agência Lusa o chefe de planeamento da Aviação Civil de Timor-Leste, Julião Carlos.

À margem da 3.ª Conferência de Aeroportos da China e dos Países de Língua Portuguesa, o responsável salientou o interesse do país em “poder vir a contar com o apoio da China para ser criada, num futuro próximo, uma companhia de bandeira” ao constatar o “deficit na ligação de Díli ao mundo por transporte aéreo”.

“Em parceria com operadores privados pretendemos criar uma companhia de bandeira para promover o turismo e internacionalização de Timor”, sustentou Julião Carlos, referindo que Díli conta apenas atualmente com três ligações internacionais, a Denpasar (Indonésia), Darwin (Austrália) e Singapura.

A companhia de bandeira “contaria inicialmente com ligações à Indonésia, Austrália e Singapura e depois a destinos no Sul da China, como Hong Kong e Macau”, acrescentou.

A portuguesa EuroAtlantic Airways (EAA), quer ficar com a gestão da companhia aérea de bandeira timorense, Timor-Leste Airlines (TLA), além de uma participação acionista, ainda por definir, como revelou, no início de novembro, à Agência Lusa o presidente da empresa.

Tomaz Metello disse que ficar com a gestão “era uma condição" da EuroAtlantic e que tem "indicações de que será assim".

A percentagem de participação da EuroAtlantic Airways, participada pelo Grupo Pestana, no capital da companhia aérea TLA está ainda por definir, porque “dependerá de qual será a participação do Estado timorense”, explicou na altura à agência Lusa o presidente da Euroatlantic.

TEMPO Interaktif, Surabaya - Perdana Menteri Timor Leste, Xanana Gusmao melakukan kunjungan kerja selama dua hari di Jawa Timur. Xanana akan mengunjungi sejumlah tempat, yaitu peternakan sapi perah Setia Kawan di Nongkojajar, Pasuruan; Bendungan Wlingi, Desa Jegu, Sutojayan, Blitar dan ke Kantor Pusat Perum Jasa Tirta Kabupaten Malang pada Jumat (10/12) ini.

Adapun Sabtu besok Xanana dijadwalkan mengunjungi industri kapal PT PAL di Surabaya serta ke PT Pangeran Pamenang di Raci, Pasuruan. "Kami ingin belajar dari Jawa Timur sekaligus mempererat hubungan," kata Xanana setibanya di Bandara Udara Internasional Juanda, Jumat (10/12) pagi ini. Xanana datang ke Jatim didampingi sejumlah anggota tim ekonominya.

Xanana bertolak dari Bandara Ngurah Rai Denpasar didampingi oleh Panglima TNI Laksamana Agus Suhartono serta Kepala Polri Jenderal Timur Pradopo. Di Juanda, bekas Presiden Timor Leste itu disambut oleh Gubernur Jawa Timur Soekarwo dan jajaran pejabat daerah lainnya.

Xanana menambahkan, Indonesia merupakan negara tetangga terdekat. Karena itu dia ingin membangun tahapan-tahapan kerja sama di berbagai bidang dengan Indonesia. "Kami memilih mengunjungi Jawa Timur lebih dulu karena provinsi ini termasuk basis ekonomi Indonesia," imbuh Xanana.

Gubernur Soekarwo mengatakan, Timor Leste mempunyai pendapatan besar dari celah Timor. Karena itu negara tersebut akan membangun bidang agronya, seperti peternakan dan pertanian. "Sebelum memperbaiki agronya, mereka mengadakan studi banding lebih dulu ke Jawa Timur," kata Soekarwo.

SURABAYA | SURYA Online - Gubernur Jawa Timur Soekarwo menawarkan beras hasil panen para petani kepada Perdana Menteri Timor Leste, Xanana Gusmao.

Tawaran itu disampaikan Gubernur saat memberikan paparan mengenai potensi perekenomian Jatim kepada Xanana di ruang VVIP Bandar Udara Juanda, Surabaya, Jumat (10/12/2010).

“Tahun ini kami surplus beras sampai 4,5 juta ton. Demikian halnya dengan gula,” kata Soekarwo.

Menurut dia, pertumbuhan perekonomian di Jatim yang mencapai 5,1 persen telah melampaui pertumbuhan perekonomian nasional menjadi potensi tersendiri bagi Jatim.

“Banyak peluang bisnis di Jatim yang bisa dikerjasamakan dengan pemerintah Timor Leste,” kata Gubernur didampingi Kepala Biro Humas dan Protokol Pemprov Jatim, Gunarto.

Nilai ekspor antar provinsi migas dan nonmigas Jatim pada 2010 tercatat mencapai sekitar Rp 175 triliun atau lebih tinggi dibandingkan dengan provinsi lain. Untuk itu, lanjut Gubernur, tidak salah jika pemerintah Timor Leste menjadikan Jatim sebagai mitra utama dalam menjalin hubungan perdagangan.

Xanana Gusmao tiba di Bandara Juanda, Jumat pagi, sekitar pukul 08.45 WIB. Setelah mendengar paparan dari Gubernur sekitar satu jam, dia langsung melakukan kunjungan kerja ke beberapa daerah di Jatim.

Kunjungan pertama Xanana adalah meninjau budi daya sapi perah dan koperasi susu di Nongkojajar, Kabupaten Pasuruan.

Kemudian ke Bendungan Wlingi, Kabupaten Blitar. Dari Blitar, Xanana akan mendapatkan penjelasan tentang pengelolaan air sungai dari direksi Perum Jasa Tirta I di Malang.

Timor Leste Prime Minister Kay Rala Xanana Gusmao will explore the possibility of establishing maritime cooperation with Indonesia through his planned visit to the headquarters of the country’s state shipbuilding firm PT PAL this weekend.

Xanana’s spokesman Antonio Ramos told Antara on Wednesday that Timor Leste had made maritime development part of its strategic development plans for the 2011-2030 period.

“To realize the plan, we will develop cooperation in the shipbuilding sector with Indonesia, especially PT PAL,” he said in Nusa Dua, Bali.

Antonio said Xanana, who is currently in Bali to attend the Bali Democracy Forum, was scheduled to visit PAL’s headquarters in the East Java capital of Surabaya on Saturday.

He said the planned visit was also a follow-up to talks between Xanana and East Java Governor Soekarwo in Surabaya in October.

“We want to establish cooperation in agriculture, irrigation and maritime sectors.”

In his opening remarks at the third Bali Democracy Forum (BDF) on Thursday, the President said regional cooperation and integration focused almost exclusively on economic development, although there was an urgent need to overcome the political development gap as well.

“If we don’t address this political development gap, it could cause trouble for development, create political instability and pose threats to security in the region,” Yudhoyono said.

“Therefore, it is important that we have a better understanding of peace and democracy. It must become part of our regional cooperation.”

Yudhoyono highlighted that one of the biggest challenges of democracy was achieving stability, which was essential for development.

“There is no single model on how democracy creates stability, because every country has its own way, but there are universal values. Democracy is not the only tool to bring advancement. A nation also needs good governance, rule of law and also unity and hard work.”

Indonesia has adhered to principles of democracy and human rights, which it has championed since the fall of former strongman Soeharto in 1998 after more than three decades in power, marking the country’s transformation from an authoritarian regime to a democracy.

Initiated by Indonesia in 2008, the Bali Democracy Forum is aimed at encouraging open discussion and exchange of views on democracy among the countries in the region.

This year’s forum is cochaired by Yudhoyono and South Korean President Lee Myung-bak, whose country is mired in conflict with North Korea.

In his speech, Lee said Korea had managed to achieve democracy and robust economic growth.
He said his country faced many security threats after the division of the Korean peninsula.

“Despite the confrontation, we have managed to achieve good economic development, 38 times greater than in North Korea,” Lee said.

“Through the development of democracy and economy, Korea has experienced a huge leap and has been successful in transforming from a recipient country into donor country as we have also joined the OECD development assistance committee.”

He acknowledged Asia’s success in becoming a key growth region and called on all countries in the region to enhance cooperation, adding that his country was committed to contributing to peace and stability in the region.

“Asia has emerged as an axis of global change, that’s why we have to cooperate across a number of responsibilities so that democracy and our economies can grow together,” Lee said.

Other heads of state attending the two-day forum were Timor Leste Prime Minister Kay Rala Xanana Gusmao and Brunei Sultan Hassanal Bolkiah.

Timor Leste, Asia’s youngest democratic country, gained independence eight years ago.

Xanana said his government was encouraging civil society and citizens to actively participate in politics and state decision making in the midst of instability and conflict that constrained development in the country, which is still classified by the UN as one of the Least Developed Countries.

“We cannot be satisfied with what we have achieved as our people do not enjoy real and concrete benefits of democracy. Without true economic and social development, democracy remains an abstract concept that is not felt in daily life.

“When there is no economic development, there is no peace, because social imbalances provoke tensions, sometimes violent, which destabilizes the country and distorts democracy.”

SYDNEY (Dow Jones)--Three big oil companies have met a request by East Timor to submit different development concept studies for the Greater Sunrise gas field but an impasse over where to process the gas is showing little sign of breaking.

East Timor indicated Friday that it still wants gas from the field, which straddles Australian and East Timorese waters, piped to a new liquefied natural gas plant on its own shores. The LNG terminal would chill the gas to liquid for export by tanker.

Australia's Woodside Petroleum Ltd. (WPL.AU) and partners ConocoPhillips (COP) and Royal Dutch Shell Plc (RDSB.LN) in March chose a floating LNG vessel after assessing that the gas field isn't big enough to support construction of an onshore terminal and long pipeline to shore. Floating LNG--where gas would be chilled onboard a vessel bigger than an aircraft carrier--is a new concept championed by Shell that's been tested but never executed.

The Sunrise partners also selected floating LNG over piping gas south to an onshore terminal in Darwin, Australia.

In what could be interpreted as a small sign of progress, East Timor said Friday that Woodside has met its request to submit different development concept studies, including building a plant in East Timor.

But East Timor continued to espouse its preference for its own plant and Woodside said it hasn't changed its mind either. "Floating LNG remains our preferred development concept," a Woodside spokesman said.

Early this year, East Timor rejected documentation submitted by Woodside outlining the floating LNG plan because it wanted to see studies on all three concepts. Woodside Chief Executive Don Voelte later confirmed the document had been thrown back through a car window after Woodside representatives dropped it off with the country's energy regulator. The regulator claims the Woodside representatives dumped the document on a desk then walked out.

"In recent months, Woodside has relented to meet the conditions required by the regulators," East Timor's Secretary of State Agio Pereira said in a statement.

Perth-based Woodside has presented concept studies for floating LNG, a plant at Darwin and a plant in East Timor, also known as Timor-Leste. "These documents are being carefully scrutinized by the National Petroleum Authority along with the Australian regulators," Pereira said.

Woodside said last month in a filing that it continued to "actively progress" the Sunrise development and had submitted "concept evaluation reports" to East Timorese authorities in September.

According to Pereira, Woodside assessed that a pipeline from the Sunrise gas field to East Timor would be US$400 million cheaper than a pipeline to Darwin. He reiterated that independent studies commissioned by the government suggest a pipeline to East Timor would save costs.

"The government has consistently maintained their position that the option of the pipeline to Timor-Leste is the safest and most economically viable, following the spirit of the treaties covering the Timor Sea, which promote shared benefits," Pereira said.

Woodside has said that a floating LNG vessel would be A$5 billion cheaper than an onshore LNG plant in East Timor.

East Timor's President Jose Ramos-Horta has used rhetoric that is a little more conciliatory than some of his colleagues. In June, he said if a pipeline to East Timor proves too expensive, "then we have to think twice. We don't want a white elephant."

Woodside last week announced a A$900 million cost blow out and six-month delay at its Pluto LNG project in Western Australia state, partly because it found flare towers weren't cyclone proof.

Pereira said this raises concerns "given the potential cost blowouts for the untested floating LNG technology ... which holds far greater risks than simple flare tower technology".

Shell also wants to use floating LNG to develop the Prelude gas field offshore Western Australia state. It plans to make a final investment decision on that project in the first half of 2011 in what would be the first ever go-ahead for construction of a floating LNG vessel.

Building Sunrise would help Woodside reach its goal of becoming one of the world's biggest LNG companies by 2020. It operates Australia's North West Shelf LNG terminal, is just about to finish Pluto LNG and also wants to build the Browse project.

Oil major Woodside Petroleum Ltd has bowed to pressure from the East Timorese government and submitted plans for an onshore gas development plant for the Greater Sunrise gas field, according to a Dow Jones report.

The parties have been locked in dispute over the issue, with East Timor wanting the gas brought to its shores where it would be liquefied and exported by ship.

Woodside and its project partners wished to develop the gas offshore by building a floating liquefied natural gas (LNG) processing plant, which analysts have estimated would cost between $US10 billion and $US11 billion ($A11.45 billion and 12.59 billion).

According to the report, the Dili government said Woodside had met its request to submit different concept studies for the development of the field, which include an analysis of an export facility.

Earlier this year, East Timorese regulators rejected plans submitted by Woodside outlining the floating LNG development.

Woodside is the operator of the Sunrise field and has a 33.4 per cent stake in the project. Other participants in the venture are Royal Dutch Shell, US energy major ConocoPhillips and Japan's Osaka Gas.

Last month, global ratings agency Standard & Poor's lowered its credit rating for Woodside, following delays and cost blowouts at the oil miner's Pluto project.

Speculation of a takeover offer for Woodside has raged recently after major shareholder Royal Dutch Shell Plc offloaded a $3.3 billion stake in the oil and gas company at a discount.

Indonesian President Susilo Bambang Yudhoyono conveyed his government's full support for Timor Leste' s intention to join the Association of South East Asian Nations ( ASEAN) next year, local media reported on Thursday.

President Yudhoyono's support was conveyed during his meeting with Timor Leste Prime Minister Xanana Gusmao in Bali Democracy Forum (BDF) inaugurated Thursday by the president.

Speaking at the third BDF summit, Xanana said that Timor Leste joining would bring positive atmosphere to all ASEAN state members. "In terms of geopolitical and geo-strategic sectors, we understood that should Timor Leste is accepted in ASEAN, it will bring positive impacts to the other state members," Xanana was quoted by the Detik.com as saying. "Timor Leste is able to contribute stability and peace in the region," he added.Regarding Timor Leste's intention, President Yudhoyono said that Indonesia will always fully support it.

As the country that will chair ASEAN next year, President Yudhoyono said that Indonesia would convey this to the other ASEAN state members. "I hope that Timor Leste can join ASEAN in the near future," President Yudhoyono said.

Díli, 06 dez (Lusa) -- Timor-Leste vai facilitar os vistos de entrada a partir da Indonésia, colocando adidos de migração nos consulados de Bali e Cupang, para captar turistas de nacionalidades que não podem solicitar o visto à chegada.

A medida foi hoje anunciada publicamente pelo Ministério dos Negócios Estrangeiros (MNE) timorense e insere-se no processo de reestruturação do sistema de gestão de migração de Timor-Leste.

"O Governo de Timor-Leste, através da cooperação institucional do Ministério dos Negócios Estrangeiros e da Secretaria de Estado da Segurança, decidiu colocar dois adidos de Migração em dois dos seus consulados na Indonésia, a fim de prestarem serviço às comunidades estrangeiras que desejem visitar país", refere o Executivo, em comunicado.

"O Governo disponibiliza assim um novo serviço de atendimento ao público em dois postos consulares da RDTL, nomeadamente no Consulado Geral de Timor-Leste em Denpasar (Bali) e no Consulado em Cupang (Timor-Ocidental), segundo a nota do MNE.

A colocação dos dois adidos de Migração na Indonésia corresponde à primeira fase de uma rede de adidos que o Governo timorense pretende estabelecer junto dos postos consulares onde ocorrem o maior número de pedidos de vistos no exterior.

A estratégia de reestruturação do sistema de gestão de migração nacional, em que a colocação dos adidos se insere, foi aprovada através da Lei Orgânica e Estatutos de Pessoal do Serviço de Migração.

"Com esta colocação, disponibiliza-se um novo serviço de atendimento ao público, com incidência para os utentes ou cidadãos estrangeiros que desejem solicitar um visto para Timor-Leste", acrescenta.

Na ocasião da assinatura do acordo, que teve lugar no Ministério dos Negócios Estrangeiros, o vice-ministro dos Negócios Estrangeiros timorense, Alberto Carlos, em representação do ministro, Zacarias da Costa disse, acerca da construção da infra-estrutura, que o «resultado irá permitir melhorar a qualidade da formação dos nossos diplomatas».

Doctor helps East Timor's most needy

EAST Timorese teenager Ursula de Carvalho Soares can look forward to fulfilling her dreams, thanks to Warrnambool cardiologist Noel Bayley who identified her fatal heart condition.

She is due to return home soon after surgery last week at Monash Medical Centre by doctors including Professor Richard Harper, who pioneered the procedure where a balloon was inserted in a catheter to split open Ursula's heart valve.

Dr Bayley, who has been visiting East Timor on voluntary medical work for about 10 years with the Australiasian College of Surgeons, met Ursula in his Dili clinic in July.

A severe narrowing of the mitral valve, which controls blood flow between the two chambers of the heart, had caused fluid to build up in Ursula's lungs, making it difficult for her to breathe.

It was probably caused by childhood rheumatic fever which is still a common problem in East Timor.

Ursula wants to return to school, which she left at age 11 because she was no longer able to walk there. Her dream is to study medicine and help other people.

Dr Bayley returned from another visit to East Timor about three weeks ago and is trying to arrange transport and surgery for another patient, Maria Veigas, 17, who has a damaged aortic valve that will cause her heart to fail unless it is replaced.

When Ursula's plight was publicised in September he was flooded with donations totalling $30,000 from his own patients, the general community and the corporate world including Toll Holdings and Virgin Blue, which had offered to transport patients. Even with travel covered the costs of an artificial valve and drugs in Maria's case, for example, could be as high as $20,000.

''People sent anything from a cheque for $10,000, to one of my pensioner patients sending me an envelope with a card and $50 in it. It was very touching stuff," Dr Bayley said.

''These young people have the potential to be East Timor's best and brightest and now thanks to the amazing generosity of Australian donors, they have a second chance at life.''

Fidel Castro Met with President of East Timor
HAVANA, Cuba, Dec 6 (acn) The president of East Timor Jose Manuel Ramos-Horta described as “a wonderful experience” his four-hour meeting with the leader of the Cuban Revolution, Fidel Castro.

Speaking to reporters at the Jose Marti International Airport of Havana before leaving the island on Sunday, Ramos-Horta said he saw Fidel in very good health and that they spoke about the current situation in East Timor and other topics of international interest.

He added that this was a very special visit because he came to receive Cuba’s highest decoration, the Jose Marti National Order, and to bring the East Timor Order to Fidel Castro.

Ramos-Horta also spoke of his meeting with students from his country who are concluding the fourth year of their medical studies in Cuba and who will conclude their training in their homeland with the assistance of Cuban health specialists there.

“Perhaps in five or ten years we will be able to follow Cuba’s example and guarantee full health care to our people and, in addition, help other countries in our region,” he pointed out.

The president of East Timor was seen off by Cuban Deputy Foreign Minister Marcos Rodriguez.

PEOPLE-SMUGGLING is our problem and Julia Gillard shouldn't flick it to others to fix.

JULIA Gillard's risible East Timor solution has been widely and justifiably criticised on two important grounds: because if it eventuates it will do nothing to stem the tide of people-smuggling; and because, in any event, it will never happen.

As accurate and pertinent as they are, these criticisms tend to let the Prime Minister off the hook. They give the impression this is all a piece of harmless folly that will come to nothing and therefore do no harm.

On the contrary, this proposal is already doing damage to Australia's interests. It is an egregious and unforced foreign policy error that needs to be rectified quickly.

Apart from distracting from the serious business of finding an effective policy to combat people-smuggling, the East Timor solution has already cruelled the foreign policy pitch for Gillard. The PM has damaged important relationships and risks doing lasting harm unless she retreats expeditiously and unambiguously.

There is no doubt Gillard's desire to do something on this issue was prompted by domestic political pressures.

With Labor's weakening of our border-protection regime triggering increased boat arrivals, Gillard couldn't go to the election trumpeting the status quo.

She is not the first early-term Prime Minister to make foreign policy errors by pursuing domestic political goals. The worry is she does not yet understand the seriousness of the offence and therefore risks reoffending.

She failed to consult adequately and appropriately with East Timor and, importantly, failed to consult at all with Indonesia before announcing this thought bubble.

But even those errors pale into insignificance beside the deeper lack of understanding implicit in this proposal.

Consider first the regional view of people-smuggling. It is seen as Australia's problem. The boatpeople certainly transit Malaysia and Indonesia but they do not claim asylum there. Rather, their goal is Australia.

(This, of course, gives us a clue as to whether they are true refugees or people jumping a migration queue, but that is another argument for another time.)

In short, while transit asylum-seekers create problems for Malaysia and Indonesia, they only do so because of Australia. If we were not such a lure, or if we simply took all who came, Malaysia and Indonesia would no longer have a problem.

So when we press our neighbours for regional co-operation we are, in effect, asking them to share ownership of our problem.

That is why the regional co-operation on this issue through the Bali process is jointly led by Australia and Indonesia. We provide the impetus and the money, and we encourage and facilitate Indonesia's joint leadership so that the region shares our interest in finding a solution. It is delicate and important diplomacy.

And of course it is through this painstakingly established process that any important regional proposal should have been raised.

Australian diplomats constantly talk up the associated regional threats and risks of people-smuggling, such as disease, drugs and terrorism, for two reasons. We want to remind our neighbouring governments that these transnational threats affect all regional countries and we want to help them convince their constituencies that they, too, have a stake in the issue; that they are not just doing Australia's dirty work.

Every bit of the considerable angst and odium that has been generated by the Left about Australia's tough border-protection policies has made it more difficult for our regional neighbours to be seen to co-operate with us on this issue.

In Indonesia and Malaysia it often serves some domestic political agenda to stir up resentment about allegedly racist and anti-Muslim Australian attitudes and policies. In their constituencies, Malaysian and Indonesian politicians cannot afford to be seen as the willing lapdogs to chauvinistic Australian imperatives. This is a risk that regional leaders run every time they so much as discuss people-smuggling issues with Australian leaders. Indonesia especially has no desire to own this problem. You only have to look at the stand-off last year with the Oceanic Viking and its endless parliamentary delays in passing anti-people-smuggling legislation to understand how difficult it is for Indonesia to embrace our border-protection solutions.

Yet Gillard's first significant step on this issue was effectively to handpass the problem - her problem - to the region.

By promoting a regional detention centre based in East Timor, Australia would be dumping its hottest political problem on the doorstep of an ungrateful region.

This was crude, clumsy and short-sighted.

But to understand the long-term damage this policy could deliver, we need to consider the domestic politics, particularly of Indonesia.

It is arguable that no nation's future success is more important to the long-term security of Australia than the nascent democracy of Indonesia. And for that reason there is arguably no world leader more important to Australia than the strong, sensible, moderate and democratically elected President of the Indonesian Republic, Susilo Bambang Yudhoyono.

SBY, as we affectionately know him, was the crucial player as the co-ordinating minister for political and security affairs in 2002, enabling a joint investigation into the Bail bombings, leading to the arrest and conviction of all the key players.

As President he has encouraged deeper security, economic and social engagement between our nations.

He has done this prudently and carefully, with the sensitive co-operation of John Howard, Alexander Downer, Kevin Rudd and Stephen Smith, who have all understood that he must never be seen to dance to Australia's tune.

Then in walks Gillard and, without warning, presents him with Hobson's choice: publicly snub Australia's approach on a regional detention centre or demean himself in the eyes of his people by accepting regional responsibility for Australia's people-smuggling problem.

Given this dilemma, we can expect the Indonesian President's uncomfortable obfuscation over the proposal to continue indefinitely. He'll try not to reject it or agree to it.

But he won't thank Gillard for dropping it in his lap.

Of course, the hospital handpass Gillard flicked to SBY also went to East Timor's Prime Minister Xanana Gusmao. This is unfortunate but, to be blunt, offending East Timor is the smaller of our problems in all of this. Then there's the opportunity cost of having this own goal dominate Gillard's first official trip as Prime Minister into the region.

A Prime Minister who, for domestic political gain, would put Yudhoyono in such a difficult situation is a Prime Minister who is poorly advised or not listening.

Sadly, we can see the latter is the case because, as Foreign Minister, former prime minister Rudd clearly knows well enough to give this proposal a very wide berth. His detachment speaks volumes.

Yudhoyono's continued authority in Indonesia, and across the region, is far more important to Australia than Gillard's domestic political comfort.

This is one extra and important reason that Gillard would do best to announce a retreat from this proposal, and delegate Rudd to travel to Dili and Jakarta to repair the damage.

Timor-Leste president praises Cuban support

"I want to thank the support given to me by Fidel and Raul (Castro) as well as the Cuban government for the development of education and health in my country," Ramos-Horta told reporters.

The 1996 Nobel Peace Prize winner arrived in Havana on Thursday.

During his stay, Ramos-Horta will hold talks with Cuban leader Raul Castro, and meet with families of five Cubans imprisoned in the United

States on espionage charges.

Cuba and Timor-Leste established diplomatic relations on May 20, 2002, when the Asian country officially achieved its independence.

Cuba has supported the Timor-Leste's literacy promotion campaign, benefiting 46,000 Timorese people.

A total of 219 Cuban physicians are also serving in Timor-Leste.

Meanwhile, the Latin American School of Medicine in Cuba hosts 600 students from the Southeast Asian nation who receive training to be health professionals.
